Professor Dibu Ojerinde said hat JAMB is ready to safeguard the interest of Nigerian children by checking undue exploitation of applicants.
Mr Ojerinde also said the University of Lagos had the highest number of applicants with 98, 000 out of which 59, 000 scored above 200.
He, however, said the university had only 6, 500 capacity.
Mr Ojerinde further said that other successful applicants in the last JAMB examination would be placed in other institutions they had earlier chosen in order of preference.
Earlier, Sam Ukpabi, the chairman, governing board of JAMB, urged the institutions to comply with the laid down guidelines of 60:40 Science/Arts ratio and 70:30 Technology/Non Technology ratio.
He also said the ratio 45:35:20 is for merit, catchment area and educationally less developed states respectively.
The board's chairman, who was represented by Adeniyi Falade, said all admissions must close by November 25.
